This paper examines public management in times of pandemic in a local territorial level scenario, highlighting actions in education, health and safety. Contributions from New Public Management and Post New Public Management are considered, showing us that in emergencies the phases of coordination and institutional articulation are important, as well as the improvisational exercises that can be observed in decision-making and public administration. Based on a documentary analysis of institutional sources at the local level, we attempt to describe the administration carried out in Santiago de Cali (Colombia) in response to the onset of the Covid 19 pandemic. Indeed, in 2020, the public administration faced great challenges in the face of the emergency that arose, which led to abrupt changes in the agenda and public investments, as well as in the prioritization of urban problems.
