This article analyzes, with unpublished documents from important Argentine and U.S. archives, the crucial Conference for the Maintenance of Peace and Security (Rio de Janeiro, 1947), which adopted the Inter-American Treaty of Reciprocal Assistance (known as the Rio Pact). The United States and Argentina, which was represented by Foreign Minister Bramuglia and used the meeting to present Perón's "third position", clashed over the character that such a treaty should have. A year later, the Ninth Inter American Conference took place (Bogota, 1948), which established the Charter of the Organization of American States (OAS). Argentina's delegation again confronted the Americans to prevent, among other things, that the new inter-American organization have the capability to interfere in the military activities of each country.
