Following a theoretical structural explanation for the reasons of poverty, this study will use acyclic directed graphs techniques to identify causality patterns among fifteen variables related to poverty for each of the thirty-two federal entities in Mexico. The results are that extreme poverty is immune to public policies. Also there is little if any improvement in the economy as a whole. Moderate poverty can be reduced only with income support policies in the primary sector and boosting business efficiency. In addition, it provides evidence that statistical models based on simple correlations do not identify public policies that can reduce poverty.
