This paper uses Pierre Bourdieu’s theoretical approach of social fields to comprehend the collective action in the social field of tourism. In this way, it aims to identify and analyze the actors who make up the tourism social field of Mazatlán (Mexico) and how they interact and are articulate themselves in order to generate public policies on tourism (PPT). Methodologically, we use different and complementary research techniques to identifying and analyzing the social mechanisms that structure the action of these actors. The results show that the factors that intervene the formulation and implementation of the PPT in the tourism social field of Mazatlán are closely related to the interests of the most powerful (with more volume of capital) actors in the field. In conclusion, we can assert that the process of PPT is normatively centralized at the state, in the federal and regional levels, and empirically guided by the private sector, in the local level, with little intervention of other agents, leading in part to a development of large investment, giving facilities to be legitimated and empirically implemented.
