A vast literature on the subject of capacities has accumulated over the decades, as well as extensive experience in processes for developing capacities in numerous countries worldwide. As a result, there is a wide variety of approaches to this topic from institutional, state, organizational, individual, and even performance perspectives, among others, that may lend itself to possible confusions in terms of its operationalization. For this reason, the present work presents a review of the literature with the objective of identifying certain central elements that will allow a better understanding of the concept itself, of the process through which capacities are developed, and of how they are measured.
