Purpose:
To analyze the context of legislation that allows the creation of spin-off companies derived from research results of the academy in Mexico. Normativity and its implications are also evaluated.
Methodology:
Literature, public policies and regulations are reviewed as well as some interviews with areas in charge of their operation.
Results:
Consensuses in the construction of the conceptual framework and procedures are identified; however, the policies that these organizations have implemented to accompany this process are not clear.
Limitations:
They focus on the need to continue the systematic analysis of how universities encourage the creation of spin-off companies. An approximation is presented and the effectiveness in the survival of these companies will have to be evaluated.
Findings:
Findings point to the existence of Knowledge Transfer Offices to aid in the basic capacities of the creation of university spin-offs although some offices have not had institutional support for the concrete creation of spin-off companies.
