The purpose of this article is to describe and analyze experiences of citizen participation in a state cultural policy program, the Usinas culturales in the city of Montevideo, through the case study of rapper Don Cony. The Usinas were conceived from the perspective of cultural rights, particularly the democratization, not only of access but also of the production of cultural goods. These are audiovisual and musical production centers located in territories where there are large populations in a situation of vulnerability or notorious deficits in cultural infrastructure (neighborhoods of critical context, prisons, public psychiatric hospitals and different towns in the country). Their main objective is not to provide artistic training, but rather to provide tools for people to realize a musical or audiovisual product. In this context, this article takes up the problematization of participation addressed in previous works (Author, 2020) through the analysis of the case of cultural production with greater public repercussion of the Usinas: I am Marconi, video filmed in the Marconi neighborhood, one of the areas of Montevideo with the highest concentration of poverty and violent crimes, from rap written and performed by don Cony. On this occasion, we worked with interviews from a biographical approach with the aim of investigating how his passage through the Usinas influenced, if at all, in the subsequent development of his artistic practices and life stories.
