Innovation and development are strategic issues supporting the competitiveness of regions in the global world; consequently education plays a critical roll. Though, economic policies applied by most of the governments has been insufficient to promote growth and equity, which may be explained greatly by the failure of large groups of micro and small enterprises to increase productivity and become more competitive in markets. This fact makes promoting knowledge spillovers and learning to ward these enterprises priority as to over come their technological constraints. In this context, higher education institutions become strategic. This paper presents an assistance program based in the university community service in favor of unprivileged micro enterprises which encourages innovation and productivity through knowledge and technological spillovers as to turn these enterprises more competitive. Results show that these enterprises are able to improve their economic performance through the university technical assistance and that universities are capable of contributing with an industrial policy promoting their development and mitigating poverty.
