This article examines the concept of food security. It argues that the strategy should include not only food access but agricultural production. At the same time food security and food sovereignity are two concepts that should go hand by hand. Thus the meaning of a food policy in a time of crisis ought to rearticulate the production issue with that of the reintegration of social aspects in rural areas.
