This article is about decision making and the relationship with the municipality of civil society organizations in Ciudad Juárez, Chihuahua. Decision- making is addressed as to understand the internal dynamics of leadership, and its relationship with the municipality. Our objective is to explain how they come about and their impact on public policies. This research paper has a qualitative approach. Fourteen interviews were applied to community leaders working within civil society organizations in Ciudad Juárez. A content analysis was done using the ATLAS.TI program, version 7.
