The objective of this work is to identify the main causes that, from the institutional, normative, theoretical and methodological point of view, affect the quality of the laws in Cuba. After a general description of the political regime established in the Constitution of 1976 are used the analytic instruments developed by the theory and the technique of the legislation in the last thirty years and it's antecedents in the XVIII and XIX centuries. Related with the conclusions obtained, a group of recommendations are formulated, considering that they could contribute to improve the quality of the laws in Cuba, in the author's opinion.
