The paper addresses the issue of human rights in Russia. The author examines the historical aspects of constitutional law in that country, when the Socialist Constitution of 1918 became the first Fundamental Law in the nation’s history. Then the author focuses on the Soviet constitutional traditions when socio-economic rights were considered more important than political rights. In the study, the author refers to the Constitution that was adopted in Russia in 1993 when for the first time in its history, personal and political rights underwent new development. This can be assessed as modernization of the human rights concept in Russia. However, the economic and social challenges in the period strongly suggest that the currently existing legislation could be more flexible so as to supplement socio-economic rights with political and personal rights, thereby guaranteeing a greater degree of stability of the Russian State.
