The article studies the transfer of the Anfictionic Congress from Panama to Tacubaya and the diverse intents of installation of the American assembly in Mexico between 1826 and 1828. In order to explain its failure, it considers the relative incidence of three groups of actors: Hispanic American ministers in Mexico, the executive and the Mexican chambers, and the United States diplomatic agents. The concluding remarks establish the connection between the non-installation and the lack of ratification of the Panama treaties, the main cause of the Tacubaya failure.
