The university reform of Cordoba, 1918, opened a debate not yet overcome in Latin America: is democracy possible at universities? Along the history of the Argentinean university, and therefore that of Latin America, the reform democratic spirit and, in others, the hierarchical idea of university, have been heard. Such debate has allowed the Argentinean university to consolidate a democratic space: collegiate government. Co-government or shared government is an area of coincidence for the representatives of the different sectors that make up such institution. Such is, then, the scenario where the ideals of a representative democracy, such as that conceived by the young reformers of 1918, are found. Social and political changes observed in less than a century have modified the content of a shared government, so what characteristics can we distinguish currently? The pending issue on such kind of government is still found on the crisis of the representation system between those who elect and those elected.
