The literacy skills are basic to assimilate and communicate knowledge. Therefore, it is reasonable to assume that students who complete high school have acquired sufficient skills in reading comprehension and writing skills that enable them to successfully continue their university studies. In spite of the fact that the low literacy levels of Mexican students who end the upper secondary education is well documented, little is known of the writing competences of higher education students. For this reason, this study had three purposes: first, to design an instrument to assess student writing; second, to assess the quality of the instrument developed, and; third, to measure the level of writing skills that students have when completing the common core subjects of the Autonomous University of Baja California (UABC).
