The article covers the critical intellectual climate of the electoral reform of 1912 from the nationalist perspective of Ricardo Rojas. The crisis of cosmopolitanism heralded in La restauración nacionalista (1909) during the Centennial is now compounded by the crisis of universal suffrage. In 1911, it answers an "election poll" conducted by the newspaper La Nación with the original aim of geographically distributing the electoral function by dividing the country according to its "democratic capacity." Although this idea of citizenship is outdated, the same cannot be said of the questions relating to the equality of the "real" conditions of the exercise of suffrage in dialogue with other reflections on nation and nationality: Is the "community of citizens" part of the nation or the whole nation?
