Between 1997 and 2003, the increased competitiveness of Mexico’s party system led to a greater number of disputed electoral districts where the parties alternated in office. In addition, the PRI was no longer the only party that had undisputed bastions; the PAN and the PRD now had them also. These two types of districts, those that were disputed and those that were bastions, are distributed unevenly throughout the country. This makes the national play of the parties territorially segmented. Electoral volatility played a crucial role in this process while the PRI maintained a stable electoral constituency.
