The article presents us a discussion about the evolution of the States unitary and concentrates to a fissured and fragmented powers. Discusses the traditional division of powers among the executive, legislative and judicial as well as the functional division into economic, political and ideological power. One sees as the legality relates to the factitive powers and how they affect the proliferation of diffuse powers. There is done a critical reflection on how fissured power is related to democratic pluralism. It also believes that civil powers can act better from the fissures that the power leaves.
