NAFTA has facilitated trade among member countries by defining the rules of the game, but its contribution to economic development and welfare has not been clearly demonstrated. Traditional models of international trade predict that in the face of free trade, if countries maintain large differences in their capital/labor ratio, it is to be expected that trade be based on comparative advantages and be of the interindustrial type. This causes structural adjustments in the different sectors and is accompanied by high social costs due to restructuring, as opposed to intraindustrial specialization. This could explain the phenomenon of the breaking up of productive chains in the Mexican agricultural sector, as evidenced by the growth of the foods industry at the expense of primary agricultural imports, increasing dependence on the external market.
