Since September 11, 2001, the proposals of the United States government to Canada and Mexico to collaborate for the security of the countrv has incrcase, basically to prevent what they call terrorists from entering their territory. As a first step, the United States signed a smartborder agreements with both countries in 2001 and 2002, as they sought to tighten collaboration on defense. In 2005, a new tri-national treaty was signed, the Security and Prosperity Partnership of North America (SPP), marking a rnornent that seaks to integra te the matters of security and defense, incorporating economic and social elernents. This is an issue of debate, because integrationist and nationalist postures are in friction. This essay analizes the advances and the limits of this tri-national cooperation on security.
