In this paper health is analyzed as a constitutive element of human development theory. The social, political and institutional determinants that allow access to health are considered crucial to achieve a sustainable society. Also, a measurement of health indicators in Mexico and Nuevo Leon state is presented. These indicators have been considered by international strategies such as the Human Development Index (IDH), Agenda 21 and the Millennium Development Goals (ODM). Additionally, the analysis uses the Gini coefficient applied to health indicators in order to determine population equity advances and development of health opportunities.
