This study argues that the modernization of the Federal Highway No. 5 Mexicali-San Felipe has impacted over social benefits of ten localities. Despite that the works have not been concluded in all the extension of the highway, the Urban Marginal Index are estimated at their ex-before (2000) and ex-post (2010). It is observed that the two localities that connect directly with the road have decreased their marginalized situation-considerably, as well as the other five localities interconnected through the secondary network. The remaining three has not been benefited because of its poor accessibility within the secondary network. It can be concluded that the accessibility is the key factor that improves their socioeconomic conditions over time.
