The problems arising from inadequate waste management and disposal practices have been a constant in most Mexican cities and the city of Ensenada, Baja California ,is no exception. The aim of this study was to analyze the perception of the problem of garbage that the population of the city of Ensenada had in two periods, in 2005 and 2011. To perform the study a questionnaire with 25 questions was applied to a representative sample of the population. The results obtained in 2005 and in 2011 were compared and analyzed based on the differences found between them. The results are discussed based on the context of the government initiatives in place at that time and the prevailing regulations regarding waste management. The results of this study show that some people change opinions about garbage. The results suggest that the waste management initiatives, the regulations in place and the waste separation campaigns promoted by organized civil society, the education institutions and the three levels of government had a positive impact on the knowledge that people have about solid waste.
