There are optimistic readings of the constitutional reform on human rights that announce a paradigm shift in the Mexican legal system. While reform is itself an important step, to the extent it is not accompanied by substantive changes in the organic part of the Constitution capable of triggering a process of de-concentration of political power, the reform runs the risk of having a diluted impact.
