CHRISTENSEN, Tom y LAEGREID, Per. Post New Public Management Reforms Emprical Tendencies and Scholarly Challenges. Gest. polít. pública [online]. 2007, vol.16, n.2, pp.539-564. ISSN 1405-1079.
This paper focuses on the concept "whole of government" which is kind of a critical category for the so called "second generation" reforms inspired by the transformations proposed by the New Public Management. In this article there is an exposition of this new concept, trying to address it through a structural and cultural analysis. In this way, we analyze the effects of some of the reforms implemented through this framework stressing several of the critical limitations of it: accountability, risk management, work division and specialization. This paper is basically conceptual and exploratory, but it used the empirical observations of the effects of these reforms in Australia, New Zealand, UK and Canada.
