COUTO, Ismael y HERNANDEZ, Alberto. Participation and Performance of Private Initiative in the Solid Waste Management Public Service over the Mexico-United States Border. Gest. polít. pública [online]. 2012, vol.21, n.1, pp.215-261. ISSN 1405-1079.
Municipalities located in the Mexico-USA border have been considered, historically, as deficient in the provision of solid waste management public service. As an alternate solution to this problem, private companies have found big business opportunities and an expanding presence. This paper aims to compare and evaluate the waste management public service in the cities of Juarez, Reynosa and Tijuana, which are home to 70 per cent of the population of the border. It presents the context of this problem in Mexican border cities and explains the need to assess this particular public service. It also provides an overview of the privatization of this service and describes the approach taken in each case. On the other hand, shows a variety of indicators that evaluate these management practices and the result of the execution of those policies with the environmental consequences.
