In a context of increasing complexity, 21^st century public administrations should be ready to respond not just with efficiency but also with intelligence. To reach such smart responses, traditional technocratic rationality should be complemented with a more innovative form of deliberative rationality. From this theoretical starting point, the article analyze six cross-sectoral commissions and try to find out its effective results in terms of dialogue among different administrative departments and capacity to generate intelligent responses to complex problems.
