This article investigates the key criteria that characterize the institutionalization of citizen participation in public organisms. A model is developed using the Analytic Hierarchy Process (AHP) methodology, to identify and weigh which are the most relevant factors for public organizations to implement effective participatory processes.

It is concluded that there are four key areas that explain the different degrees of institutionalization of participatory processes in these organizations: 1) the leadership of the authorities; 2) the normative and procedural scope; 3) the competencies and commitment of the teams that develop the participation, and 4) the management approaches and cultures that predominate in each agency. All these criteria contain a series of complementary elements, which, taken together, constitute a model proposal for optimal processes of institutionalization of citizen participation in public organism.
