This article represents a further investigation in regards to public administration in the states from Mexico. Through an exhaustive documental review and interviews with officials responsible for the modernization and control offices of the government, it identifies both the normative and organizational elements, as well as the planning related to the New Public Management (NPM). The objective of this article is to propose an index to rank the intensity with which the local administrations have assimilated the NPM. This document contrast the index proposed to the human development rates in order to associate the effects of the administrative improvements and innovations on the quality of life in Mexican communities.
