The purpose of the study is to identify the administrative and academic competencies of high school teachers in Ciudad Juárez, Chihuahua, Mexico, according to the educational model the Secretariat of Public Education implemented for high school education. With a qualitative focus, a descriptive exploratory study was carried out in the framework of interpretative research. A review was made of offi cial documents, institutional plans of teacher training, and opinions expressed at the First National Forum for revising the educational model for teacher professionalization. In interviews and focus groups, the teachers identified learning in administrative competencies relevant for planning, test construction, and institutional management, but mentioned their concerns in promoting training and academic competencies in pedagogical processes, given the contradictions present in the evaluation of teachers' performance.
