The objective of this study is to identify the factors that determined public spending on infrastructure for elementary education, distributed through the "Escuelas al CIEN" program in the municipalities of Michoacán, Mexico, in 2017. An econometric model was used, in which the resources distributed in each municipality are a function of a series of factors that respond to two theoretical positions: one that suggests a rational distribution of resources according to needs, and another that explains spending based on political factors. The results indicate that in addition to student enrollment and dropping out, factors of a political type influence the distribution of resources to improve educational infrastructure.
