A systematic method is proposed to analyze, over a given set of high occupancy Mexico City traffic network nodes, the feasibility of different types of infrastructure modifications. This method al lows obtaining, based on statistical information and in te ger programming, the best combination of infrastructure modifications under a scenario of restricted bud get. The final choice is based, on one hand, on the savings implied by the reduction of traveling time and pollutants not emitted to the environment and, on the other, on the cost of the specific type of construction involved. The method can be easily adapted to other cities with adjustments to the statistical information.
