This case study of Tijuana, Mexico, explains the production rationale underlying the urban landscape made up of social housing. This research gathers speculative housing production cost data to test the hypothesis that design choices leading to home size, building height, and public space allotment in social housing developments result from low-cost housing production imperatives. Results show that production priorities consistently press on habitability, generating a private and public space that is compact, homogeneous, and dense.
