The right to education has been seen as a right subject to a strong social connotation that makes its viability to be analyzed in the context of economic and social implications, therefore, it must become a human right whose fulfillment does not depend on the indicated circumstances, but on the requirement of being a right of the person necessary for his or her individual development. Rights are of little use if the majority of society lacks the cognitive elements to access them, understand them, exercise them, and defend them when they are denied by government agencies. The right to education must become a priority legal concept, immediately after the right to life and liberty.
