Educational evaluation in Mexico started in the late eighties in relation to financing and promotion in order to ensure, according to the official discourse, the quality of education. This paper presents a characterization of the processes involved in the evaluation of teaching in public universities, as well as of student-directed questionnaires. It highlights the use of those instruments to determine academics' access to salary compensation programs and their technical deficiencies due to a careless design. It also points out the scarce links between evaluation and other educational activities, such as permanent training, planning and the constant verification of institutional conditions. The development of a critical attitude towards current practices is suggested to solve problems and to foster the positive aspects which have been detected. The evaluation of teaching is a social activity where value judgement prevails, and where participants lack the opportunity to be equally treated.
