The objective of this paper is to provide a general description of the inequalities in terms of information and communication technology at the level of secondary education in Mexico, mainly with relation to the availability of equipment and Internet connection. We argue that a distribution policy has been followed, based on unclear principles and with biased effects, rather than a fair strategy that favors the critical participation of direct users, such as instructors and students. We conclude that a state policy should be constructed, guided by principles of fairness. In addition to providing computers and connectivity, more inequalities-which affect different populations-should be avoided, and a digital education critical of new digital media should be fostered.
