In the spring of 1949, countries of Latin America agreeded to reissue the Spanish question at the UN, circumstance that arose the complications on solving the problem of the two Spains: Franco and Republican exile. At the moment, the debate revolved around the controversial decision of December 12, 1946, which recommended the withdrawal of diplomatic representatives in Madrid. After several days of intense discussions it was found that the Franco regime remained the axis of disagreement in the UN and, especially, among the community of Latin America. This paper will focus on the political position of the Latin American delegations and their arguments.
