This paper analyzes the need for coordination between the different dimensions of public policy that constitute industrial policy to overcome a poverty trap. Specifically, the work focuses on innovation, science and technology, education and labor policies. The results of the model are compared to a brief historical overview of the application of industrial policy in Mexico, where the lack of coordination is highlighted. The Mexican case is characterized as an industrialization without incentives for the qualification of labor.
