In Latin America, the decade of the nineties was convulsed at the social level. The effects caused by the implementation of structural reforms, in particular the reform of the State and the privatization plan, gave rise to the emergence of new forms of exploitation and social exclusion to which the actors react in various ways. In Uruguay, the citizens themselves were the ones who, with their decision, prevented the implementation of the reforms. It was this reaction that gave rise to the exercise of citizenship rights, to the imposition of an economic model that puts in game achievements on the basis of which society perceives its own existence. This article analyzes the theoretical contributions that this rich experience has left, not always valued in the country.
