The end of the Second World War saw the beginning of the construction of international regimes for attending, in the first instance, to those displaced by the conflict in Europe, and then to migrants and refugees in the rest of the world, including the signing of conventions, protocols, and institutions in subsequent decades. In spite of missteps, this effort has benefitted from the fresh impetus of the 2018 signing of two treaties at the United Nations (un) which aim to establish general guidelines for attending to the international mobility of people in an orderly and safe manner.
Given the foregoing, the present study will undertake a historical review of the gradual construction of international regimes for migrants and refugees. It will then analyze the challenges faced by the international community in the implementation of these two new global treaties on refugees and migration, in a context marked by xenophobia and ultranationalism.
