This article analyzes democratization in Oaxaca. It does so by considering the transformations and continuities in political relations between popular mobilized sectors (mainly those that participated in the Asamblea Popular de los Pueblos de Oaxaca-APPO in 2006) and local authorities, in light of the fact that in December 2010, Oaxaca elected its first non PRI candidate. I begin by presenting the influence that the 2006 social movement and its demands of democratization in the state had, specifically, on political reforms and citizen participation mechanisms included in the political program of the new government. Secondly, I consider critically the implementation of these reforms and mechanisms of political negotiation halfway through the new government's term, especially in reference to the expectations and experiences of the different sectors of the 2006 social movement, with, and in some cases within the new government. Finally, I explore the challenges which still exist for the democratization of political relations amidst the presence of clientelism and an authoritarian political culture in the state.
