In the last two decades, the political framework for development and cooperation has undergone significant changes that have forced international cooperation for development (ICD) partners to redefine their objectives, roles, and strategies.

This article is the result of a qualitative and inductive research project that examined these modifications and gathered empirical data that, on the one hand, suggests the emergence of new trends in the way the ICD is managed, such as flexibility and networking; on the other hand, shows the persistence in the propensity to follow the development model based on the theory of modernization and the predominance of asymmetries between its partners.

From the perspective of the theoretical approach to governance, this text explains how these trends affect the interactions between the different actors of development and international cooperation.
