The aim of this paper is to analyze the theoretical and methodological premises of the National Crusade for Quality in Health Care Program, which are explicitly formulated and implicitly identified in the rhetoric itself and in the evaluation and monitoring of public health services quality actions implemented. This program is one of those implemented for the 2000-2006 period of President Vicente Fox Quesada administration. The analysis is made within Michel Foucault’s the o retical framework, in particular what refers to construction and use of rhetoric and power in institutions.
