This article analyzes the capabilities of higher education institutions and research centers to link with the productive sector in order to boost production processes, disseminate and transfer knowledge, foster innovation, as well as generate competitiveness among the businesses in the region. The theoretical perspective used in this article is based on Edith Penrose's (1980) "resource-based view," where capabilities and resources are essential elements for business development in a region, since they serve as the foundation for the appropriation, organization, dissemination and application of new scientific knowledge to generate innovation. This article seeks to identify conditions that may allow companies and universities to cooperate formally and continuously. For the operationalization of this theory, the authors rely on the work done by Araya and Chaparro (2005) on the collaboration capabilities of educational institutions in Chile.
