During the second half of the nineteenth century and the first of the following, in Baja California a missionary Catholic church was intended unsuccessfully to be transformed into a diocesan church. However, starting from the 1940s the new vicar and the Missionaries of the Holy Spirit reorganized the ecclesial structure and took advantage of the social, economic and political transformations that occurred in the peninsula. In this paper some aspects of the Catholic Church's institutional consolidation process in Baja California, which led to the establishment of the Diocese of Tijuana, are analyzed. To explain the above three general factors are considered: 1) the religious organization and the role of lay associations in this transformation, 2) the Population growth in northern Baja California, and 3) the relationship of the vicariate with local authorities and within the church.
