In the last 30 years, the relationship between the Mexican State and the Catholic Church had changed radically. This evolution could be referred to as a change from a "revolutionary" State to a "neoliberal" state. The Salinas de Gortari administration (1988-1994) carried out major reforms in this area The arrival of the PAN governments has not meant a real breakthrough in legal terms for the Catholic Church that nevertheless found a place in the public debate.
