The community water management is a form of organization present in many rural localities. The emergence of these forms of organization responds to both the inability of municipalities to provide water service as well as to budgetary and administrative constraints under which they operate. This situation occurs mostly in small towns. In the case of the region that is supplied with water by the Patamburapio, in the state of Michoacan, users are organized into groups called Water Committees, which, with some limitations and deficiencies, work hard in order to make water reach their homes. These organizations maintain a close relationship with local authorities, but it is them who set the agenda of water in the basin. This paper analyzes the relationship between community management and local public policies on water conducted by public administration. It aims to provide an overview on how both types of management can complement each other in order to develop efficient policies that would improve the conditions under which drinking water is provided.
