The purpose of this article is to provide the reader with the necessary information regarding Consular Assistance and Consular functions in light of the Constitutional Reforms on Human Rights of June 10th, 2011. Which is responsible for ensuring respect, protection, and safeguarding of Mexicans abroad when they face a problem of various kinds and do not have the possibility of immediately going to any foreign authority. The Consular function translates into the assistance provided by the state to its nationals outside its territory, through Consular Offices accredited in another State. This assistance covers arrested migrants, in prison under the custody of the authorities of another State. Foreigners in general must be informed without delay by the receiving state about the right they have to communicate with their Consular Authorities (Article 36.1 of the Vienna Convention on Consular Relations of 1963). As an example, Mexican tourists traveling to countries in the Middle East, Europe, etc. where sometimes there are movements of terrorist type, wars, bombings, and confrontations, of extremist and radical groups or global pandemics, as well as the recent Virus Sars Cov-2, where life and the safety of people who arrive are in danger when visiting these countries or even studying or working temporarily in those places. As well as to integrate those who are protected in the International Treaties of the matter that México has signed.
