In 2005, the 11th United Nations Congress on Crime Prevention and Criminal Justice, was held in Bangkok (Thailand), in which many Latin American countries took part. One of the congress’ themes was “Corruption: threats and ten-dencies in the XXIst century”. As the Argentinian criminalist Eugenio Raúl Zaffaroni points out, corruption is mainly a political problem.
