This comparative study, based on the method developed by Arend Lijphart (1971), analyzes the development of direct democracy in the states of Sinaloa and Jalisco in Mexico to observe its first results using three independent variables that affect the phenomenon: the legal framework, the role of the authorities and the citizen activation of participation mechanisms. It aims to contrast the experiences of both entities to reflect on the level of direct democracy in Sinaloa using the comparative method, which, despite focusing on the population of only two states, may be useful for subsequent national comparisons. This analysis discusses the hypothesis that direct democracy mechanisms are not successful enough when activated from within society because they face the political interests of authorities that apparently encourage participation but actually obstruct it in order to avoid giving up the spaces that citizens need to make decisions.
